刘炽（1921—1998），原名刘德荫，曾用名笑山，陕西西安人。历任抗战剧团舞蹈演员，延安鲁迅艺术文学院音乐系教员，研究生，助教，东北文工团作曲兼指挥，东北鲁艺音工团作曲兼指挥等职。中华人民共和国成立后，历任中央戏剧学院歌剧团作曲兼艺术指导，中央实验歌剧院作曲兼艺委会委员，中国铁路文工团艺术顾问，辽宁省歌剧院副院长兼艺委会主任，中国煤矿文工团总团副团长兼艺委会委员。刘炽创作生涯是从1939年发表处女作《陕北情歌》开始的，创作了大型作品70余部，作品包括歌剧音乐、大合唱、电影音乐各10部及其它中、小型音乐作品。刘炽是我国当代最具代表性的作曲家之一，一生谱写了上千首歌曲，他创作的电影《上甘岭》插曲《我的祖国》、电影《英雄儿女》主题歌《英雄赞歌》、电影纪录片《祖国的花朵》插曲《让我们荡起双桨》，以及歌曲《翻身道情》、《新疆好》，组歌《祖国颂》，歌剧《阿诗玛》等，成为影响几代中国人的音乐经典。
