裴英杰，河北唐山人，海口市第五届音乐家协会主席，出生在吉林省长春市，1969年参加解放军，历任战士，班长、电影队长、团文艺队长，南海舰队航空兵政治部俱乐部、文化处、宣传处文化干事，政治部俱乐部主任，海军第十二工程建筑处政治处主任，南海舰队航空兵政治部宣传处副处长、群联处处长，海军十二工程处建筑处政委党委书记等职。曾选为海军第四届六次党代会代表。1996年转业任海口城管监察支队政委，系海南省音乐家协会会员、理事。海口市第五届音乐家协会主席。海南省城管监察协会常务副理事长，秘书长。海南省建筑职工政治思想研究会副会长。中国城科会城监察专业委员会常委，海口市十五届党代会代表。创作出版的歌曲在《海军优秀歌曲选》《解放军歌曲》《水兵之歌》等刊物上发表"海军航空兵之歌""月亮呀，月亮"等作品50多篇，并由中央歌舞团、总政文工团、海政文工团合唱团、海南歌舞团和军内外著名歌唱家李双江、吴国松、林静、王军、郑充武、刘英杰，符启贤，陈鹏亚等歌唱。"我们是矫健的海鹰"等十一首获海军航空兵政治部创作、演出奖。歌曲"绿海天涯战士家"被海南广播电台《每周一歌》播出。"城管法队员之歌"发表中全国《城建监察》杂志。曾为反映海军航空兵历史电视剧《鹏程万里》创作，编辑主题音乐。
