张盛金（1941年4月3日—），出生于辽宁盖县。系中国当代艺术协会名誉主席、中国文化艺术协会名誉会长、世界华人文化名人协会副会长、中国音乐学院考级委员会考官、广东考区艺术总监、中国音乐家协会会员、中国音乐家俱乐部理事会员、中国大众音乐协会会员、原广州市音乐家协会副主席、广东省音乐家协会理事、广州歌舞团艺术指导，著名作曲家。
1960年参加工作至今，一直从事专业文艺工作，曾先后在沈阳辽宁公安总队文工团、北京解放军二炮政治部文工团、陕西省火线文工团、广州歌舞团等单位任独唱演员、乐队演奏员、作曲、指挥、演出经理、团长、书记、艺术指导等职。曾多次担任国家及省、市级重大晚会的领导、组织策划、作曲、舞台总监等工作。1966-88年期间任北京三军联合演出委员会常委，在周恩来总理的关怀领导下，在人民大会堂、北京展览馆等参与、组织策划，完成了多台国家级的重大演出和国家的外事接待任务，受到毛泽东、周恩来等国家领导人的多次接见。1985-94年期间任团中央全国希望工程组委会演出部副部长，在人民大会堂及全国各大城市，为希望工程组织策划了多台大型义演活动并兼任舞台总监工作。多次应邀带团赴俄罗斯、日本等十多个国家和港、澳地区演出和文化交流。经常主办、承办、参与组织策划国内及港、澳地区的各类音乐比赛并经常应邀担任全国及港、澳地区的评委和颁奖嘉宾。
多年来创作的音乐作品包括舞剧、歌舞剧、器乐曲、舞蹈音乐、歌曲等1000多个，在全国各地刊物发表、演出、电台、电视台录播、出版卡带、CD、VCD、个人独唱歌曲专辑等作品400多个，有近百首作品在全国、省、市音乐作品评比中获得各种奖项。2008年被世界名人系列丛书编辑部等单位评为"世界名人杰出贡献金奖"，2009被中国民族文艺家协会评为"共和国60周年功勋文艺家"，2011年被中国文艺家交流协会授予"国际文艺杰出贡献奖"、2012年被世界华人文艺家联合会授予"全国杰出文艺家"并荣获"首届'金龙杯'全国杰出文艺家杰出成就奖"等。由于业绩突出，从2003年至2012年连续10年荣获广东省音乐家协会颁发的"广东省优秀音乐家"荣誉称号。
