刘细托，湖北孝感人。1974年毕业于孝感师专中文系。高级政工师。曾任孝感市政府办公室副主任，孝感市信访办主任。现任中国信访学会理事，中国大众音乐协会会员，国家级信访理论研究员，新华社《半月谈》、《中国记者》特约通讯员，孝感市信访学会会长，孝感市委党风巡视员。40年来，编著书籍20本，发表论文、新闻和文艺作品380余篇，共计500余万字，其中专著《宣传队伍建设》和《红星之光》由湖北人民出版社出版，所写作品获全国一、二、三等奖共10次。被中国音乐家协会《歌曲》编辑部授予"中国民歌优秀词曲作家"称号。
