张良杰，山东潍坊人，系中国音乐家协会会员，潍坊市音协专家指导委员会副主任。创作各类音乐作品1000余件，获奖100余件。歌曲《盛世中华》（高守信词），《这就是我的祖国》（邬大为词），《平安相伴》（谢安庆词）等20余首获全国各类比赛、征歌等金奖，晨钟奖等。主要作品有：歌曲《书记挑担云中走》（已入辑红色经典歌曲），《请到我们村里来》（范作军词），《山村姑娘》（邬大为词），《守候》（刘建全词），《中国畅想曲》（梁和平词），组曲《四大景》，舞蹈音乐《哎哟哟舞会》、《过猴山》等。作品分别在《歌曲》、《儿童音乐》、《军营文化天地》三十余种刊物发表。已出版歌曲集《心中的旋律》、《喊乡音》2册。CD曲作专辑，2011年5月在潍坊成功举办"风筝情歌"——张良杰作品音乐会。其事迹已入辑《中国音乐家名录》等多部辞典。
