张伟英，湖南蓝山人。1988年至1992年在本县城关镇司法办公室任记录、调解员、律师。1992年六月因工作需要自学测会，能在高山峻岭中测绘平面图，一次成功，不用草图，不用仪器，1998年全单位考试（业务）获第一名，2001年学习"三个代表"评为优秀学员。2010年本人作词作曲获文化部《感动中国》原创歌曲二等奖《蓝山颂》，2011年本人作词作曲获上述活动二等奖《我爱你蓝山》。歌曲《中秋》（宋•苏轼词）在2011年获首届《五洲杯》华语新歌大赛银奖。歌曲《鄱阳湖之恋》（黄小名作词）在2012年获"青春中国"全国青少年作品歌曲金奖。歌曲《东南丝竹》（阡寒词）在2012年获《音乐•中国杯》第三届全国词曲大赛金奖。歌曲《河边柳》在2012年获"全国第五届优秀校园歌曲选拔活动"三等奖。2012年在《我的家乡多么美——全国首届唱我家乡的歌》原创词曲选拔活动中获创作成就奖。
