葛志祥，江苏省沭阳人。自幼热爱民歌，用它来抒发对祖国、对党、对人民、对时代、对生活的热爱之情。近两年参加了两次全国性声乐赛事，第二次是去年（2012年）7月22日获首届全球华人文化艺术"新星"声乐大赛中老年组金奖。由中国国际文化艺术联合会、中国公益总会等单位主办。2013年2月16日，葛志祥在海南参加"全球华人文化艺术新星走进海南"展演活动中，以一曲《我爱五指山我爱万泉河》获得在场九位评委的一致好评，荣获中年组声乐赛一等奖。17日上午又随同组委会等有关展演人员到位于海南省澄迈县老城镇马村的马白山将军纪念园，感受海南的红色文化，接受爱国主义教育。18日晚，参加了该组委会组织的在海南省歌舞剧院的慰问演出活动，与总政歌舞团著名歌唱家程志和语言艺术表演家特型演员周恩来扮演者曹志颖同台演出。
