张晓君，笔名：小军，男，1964年10月1日出生，中共党员，现任中共湖南省溆浦县台办主任，大学文化，溆浦县民间文艺家协会主席，湖南省民间文艺家协会会员，中国原创音乐基地音乐人。近年来独立或与他人合作完成十余首音乐作品，其中与他人合作，由著名歌唱家王丽达演唱的《最美的山背》获2013年全球华语民歌排行榜第78期冠军；《等爱》由海政歌舞团青年歌手王欢分别在2014年2月CCTV-3"天天把歌唱"栏目和央视音乐频道"音为有你"栏目演唱；《谢谢你我的爱人》已成为北京歌剧舞剧院资深独唱演员金山的保留曲目；《布达拉宫的佛缘》已被著名藏族歌唱家泽仁央金选中，即将在央视强档音乐栏目演唱。
