柳真发，男，广西富川瑶族自治县人。毕业于广西师范大学中文系。
1962年大学期间即开始歌词、诗歌、散文创作。1966年毕业至今在省内外报刊发表诗、词、歌曲、散文600余件。获国家省市级奖60余项。歌词《中华儿女心胸大》、《松涛曲》于1965年分别发表于《南宁晚报》、《羊城晚报》。2010年歌曲《胡杨恋母歌》获"感动中国"全国新创歌词歌曲征评一等奖，《我把笑声送给你》、《祖国，您是我的故乡》、《万绿丛中心一颗》获三等奖。歌曲？《我从文明村里来》入选《颂歌献给党—全国百首老艺术家演唱歌曲特辑》。至今已在《人民日报》、《羊城晚报》、《中国文化报》、《福州晚报》、《岳阳晚报》、《杂文选刊》、《词刊》、《音乐周报》、《音乐生活报》等报刊发表论文、杂文随笔300余篇。其中《主编与主骗》于2002年刊登在《人民日报》。《可怕的联想》始发于《中国文化报》后被《杂文选刊》选载。1998年发表在《中国文化报》的《槌声中的反思》获国家文化部文化市场司主办的"华观杯"优秀论文奖。2007年，荣获肇庆市"德艺双馨文艺家"称号。
