杜平章，四川省夹江县人，男，1942年8月出生，汉族，高中文化，曾参加过汉语言文学及写作一年短期培训。从小喜欢民间文艺、音乐、戏剧、评书、曲艺、童话、文物等，从中受到熏陶。现为中国大众音乐协会、中国音乐文学学会、中国儿童音乐学会、中国音乐著作权协会会员。

作者创作始于1956年。1958年大跃进时期曾写作、收集过不少民歌。

作者一生中教过书、当过农民、工人，在农场、车间、建筑工地、伙食团干过，当过企业会计、业务员、推销员等。生活面极为广阔、经历丰富。喜欢旅游，踏遍祖国大江南北。

作者一生中写了千首以上诗歌，也有散文、小说。作品无不洋溢着对生活、对家乡、对百姓、对社会的热爱，充满着浓郁的人性味、人情味。作品动态写实，有独特的风格，让读者连连想象，回味无穷，产生无限情思。

近年来，有部分诗词，并谱曲上传于各大音乐网站，发表在国内一些刊物上，散文《峨眉山月歌新鉴赏》对李白一首古诗提出了新的见解，以新的解读方法受关注。

作品多次在国内获奖。其中《我爱川藏风光美》获2014"建国杯"第四届全国大型音乐展演银奖，获"唱响心中的歌"——感动中国第七届原创歌曲征集大赛二等奖。《雷锋，你在哪里》（南思作词）获"儿歌爷爷杯"第二届全国少年儿童原创歌曲二等奖。获得感动中国创作成就银奖，感动中国创造成就功勋奖。

作品多次在中国文联出版社、中国戏剧出版社、中国音乐家音像出版社、中国科学文化音像出版社、中国文艺出版社、香港风采出版社出版发行。歌词《永远留恋夹江城》、《青春闪耀川藏线》、《川藏线上汽车兵》、《纸乡情》、《月亮城之歌》入选"1990-2013中国百年千家词"一书。
