陈萃璧，1944年出生，广西合浦人，1964年入伍，在海军上海基地工作，曾任文艺队长和文化干事等职。七十年代初写了一些歌曲在《上海工农兵歌曲》和《上海创作歌曲选》上刋登，曾当任过《上海工农兵歌曲》的业余编辑，经常组织部队参加上海市组织的各种文化艺术活动。后因工作原因，二十几年没有从事音乐艺术工作，直到在武警广西边防总队退休后，立即参加广西老干部合唱团，并当任十年团长(2004年--2014年)，其间曾多次带团参加省、全国、国际合唱比赛，如2005年和2009年分别参加文化部在海口市和重庆市举办的《永远的辉煌》老年合唱比赛，均获银奖；2006年参加在厦门举办的第四届世界合唱比赛（不分年龄）时，获复赛银奖；2008年参加在北京举办第九届中国国际合唱节合唱比赛获铜奖；2012年参加在嘉兴举办的第二届全国教师合唱节比赛获铜奖。
与人一起合作的歌曲《美丽的京族三岛》《我爱你，可爱的家乡》《一位老人的梦想》获得全国群众创作歌曲展评的金奖。其中《美丽的京族三岛》获〈放歌中华〉第二届全国大型音乐展评金奖，已由青年歌手蒋牧含演唱录制成MTV出版发行。《接过一面红旗》由青年歌手张健演唱录制成CD、收集到男高音原创作品精选专辑由中国音乐家音像出版社出版发行。
