刘福祥，中国民族管乐艺术家，笙演奏家、作曲家，国家二级演奏员。世界华人文化名人协会终身会员，中国高级专家学者联合会会员，上海音乐家协会会员，上海音乐家协会民族管弦乐专业委员会理事，上海市工人文化宫茉莉花民族乐团笙声部长，上海东方社区文化艺术指导中心专家级指导员。原安徽省滁州市歌舞团乐团首席指挥，原中国滁州民族乐团团长、艺术总监、乐团指挥。

1997年第四届全国残疾人艺术汇演中，笙独奏曲《林海新歌》荣获中央文化部、广播电影电视、民政部、国家教委、中国残联五部委授予的辅导教师三等奖。安徽省辅导教师一等奖。

创作民歌《琅琊风光美》荣获华东六省一市民歌调演作曲一等奖。

舞蹈《母亲的奉献》获安徽省民兵调演作曲二等奖。

凤阳花鼓《花鼓春》获安徽省首届花鼓灯会优秀作曲奖等主要奖项。

2008年10月退休定居上海。2010年经上海市社会艺术教育专业技术水平考核认证，现为社会艺术教育专家级文艺指导员。由上海东方公共文化配送服务平台派送到全市各区、县，镇及社区担任艺术指导，民乐团队指挥。带领团队在市区各类民乐赛事中多次荣获一二三等奖。

荣获"2012年度上海市优秀社区文化指导员"称号。

荣获"2010——2014年度上海市江南丝竹环保工作先进个人"荣誉称号。

荣获"2013——2014年度上海音乐家协会民族管弦乐专业委员会优秀个人"荣誉称号。号。

October 2008 retired and settled in Shanghai. Lead the team won the one two three prize in many different kinds of urban folk music events.
