陈建国，笔名陈柘，生于1948年10月。歌曲创作自觉爱好者，中国音乐著作权协会会员。原北京铁路国有企业环境保护工程和统计师。
本人自幼喜欢文学和古诗词中介方吟诵、写作，七十年代是工厂车间的文艺宣传积极分子，2003年底退休，八年来坚持自觉歌曲创作，自作词曲、为词作家谱写歌曲以及谱写古诗词歌曲计二百余首。执着地致力于研究民话民间和中外文化交流与传播的创新开发；积极参与2008奥运歌曲征集和抗震救灾歌曲创作，参与社区社会文娱宣传活动。我倡议：我国音乐界，应该开发以普通话为语音基础，以民族 民间风格特色为灵魂的中国古诗词歌曲创新演绎活动，并且用于中外民族文化交流。用祖国传统文化经典来熏陶国民思想意识，提高国民的传统文化素质。中国人要影响世界，必须先教育自己，必须先在国内开发传统经典文化的演绎和创新，让中国特色的民族音乐文化发扬光大，走向世界。
2006年58岁时开始发表歌曲作品。代表作《腾飞的青藏高原》获首届中国大众音乐协会"2009年感动中国第三届新创歌曲歌词大赛"一等奖，并入选建国六十周年原创金曲；2011年7月，《腾飞的青藏高原》获首届"五洲杯"全球华语歌坛超级星秀选拔暨音乐作品征评活动金奖，《水调歌头•中秋——明月几时有》获得铜奖，《老同学》也以优秀奖入围。
