罗礼华，安徽蚌埠人，建筑专业毕业，衡阳市第四建筑工程公司工程师，中国音乐文学学会会员。《衡阳信息大全》编辑委员会常务编辑。代表作品：《外滩情》、《练笔》、《金婚之歌》、《祖国的笑容》、《生命之歌》等。1979年至1983年间，他在江西省万安县00639部队，从事编辑、出刊和文书工作，曾任政治部宣传干事、副主任。1982年在00639部队，他工作认真负责，勤奋好学，被后勤部授予嘉奖，1983年，参加部队总去除政治学习考核和军事训练，成绩突出，授教导队嘉奖。2006年至今，在湖南省衡阳市船山西路26#四建一工区搞业余创作。尽管工作繁忙，他经常参加一些社会团体组织的教研活动。2009年8月，他参加"成才之路"全国音乐创作研习班系列活动评选中，获作词优秀作品奖；2009年9月，参加"第三届全国新创歌曲歌词"大赛中获二等奖，入编"感动中国——建国六十周年优秀原创音乐作品精选"一书；入"感动中国——全国音乐风云人物大辞曲"一书；2010年7月，在感动中国——全国第五届新创歌曲歌词大赛中获二等奖；入编"和谐中国，盛世乐章——全国人民最喜爱的歌"一书；2010年8月，在"二十一世纪华人音乐奖、全国大型音乐展评活动群英盛典"中获作品二等奖；2011年8月，在首届"五洲杯"全球华语歌坛音乐作品征评（香港）总决赛，获铜奖；2011年8月，在"唱支颂歌给党听"全国原创音乐活动中获三等奖，入编献礼建党九十周年"全国新创红歌作品集"一书。
